Plan Stratégique AU-IAPSC 2023-2036
A Transformative Vision for Africa
A 15-year roadmap to strengthen plant health systems, food security, and agricultural trade in Africa.
Building upon the lessons of the 2014–2023 Strategic Plan, AU-IAPSC developed a new long-term framework (2022–2036) to respond to Africa's evolving agricultural and phytosanitary challenges.
While the earlier plan emphasized compliance, pest risk reduction, capacity development, and awareness creation, the new plan expands and deepens these priorities to align with the African Union's Agenda 2063 and the UN Sustainable Development Goals (SDGs).
Strategic Pillars
Seven key pillars guide the implementation of our strategic vision for Africa's plant health transformation
01
Improve legislative frameworks for plant health interventions.
02
Strengthen institutional capacity and coordination for plant health systems.
03
Enhance research, pest monitoring, management strategies, and control measures to support plant health interventions and improve production.
04
Enhance continental harmonization of phytosanitary policies, regulations and standards and promote continental cooperation and mutual recognition of application of equivalent phytosanitary measures.
05
Strengthen phytosanitary capacity in the region to support market access.
06
Support Member States in effectively participating in international coordinating mechanisms and influencing continental and international plant health positions.
07
Assist Member States in improving phytosanitary communication and awareness and building and strengthening stakeholder relationships.
